Personal and Functional Equipment, Introduction

SAP uses the term personal and functional equipment to describe the materials that are issued to defense personnel during their service in the defense organization. This can be uniforms and other pieces of clothing and more technical materials as weapons, compasses, shovels, knives, and so on.
The process and technology for issuing and returning personal and functional equipment is the same for both personal and functional equipment.
The (main) difference between the two are the following:
- Personal equipment is not part of the authorized actual comparison that is carried out for force elements.
- Functional equipment is however part of the authorized actual comparison.
The authorized quantity describes a force elements' entitlements, that is, what the force element (including persons assigned to the respective force elements) should have in terms of number of materials to be able to fulfill its mission. The actuals are the quantity of materials that force elements currently have physically available; this includes functional equipment issued to persons. The authorized / actual comparison describes the force element's readiness relative to the availability of authorized material.
Assignment of Authorized Personal and Functional Equipment in Defense and Security

Force Elements are entitled to have a certain number of positions that constitute the Authorized Personnel of a Force Element.
To each position one or more persons can be assigned; persons assigned to positions represent the Actual Personnel of a Force Element.
Flexible Material Planning Objects (FMPO) are assigned to positions to represent personnel entitlements of individual positions;
The assignment of FMPOs to positions and / or Force Element represents the authorized quantities of the equipment; these quantities are inherited to the persons holding the respective positions.
Actual materials are the materials that a Force Element or person holds, that is, which are kept in stock with the Force Element in question or have been issued to persons.

Since these authorized quantities can also be taken into account in the authorized / actual comparison the quantity assignments need to be made consciously especially in order to avoid duplicating the authorized material quantity.
Process for Managing Personal and Functional Equipment

Characteristics:
Planning : FMPOs can be assigned to Force Elements and / or positions as personal equipment or as functional equipment.
Issuing: Equipment Issue to a person based on the authorized equipment assigned to the person in question. Generation and print out of the material issue document Issue of prepacked equipment packages to a person Issue of unauthorized equipment.
Managing: Monitoring the issuing status of persons (authorized quantities versus issued quantities) Monitoring the equipment Status of Persons and Organizational Units Initiating the posting of consumption equipment Monitoring of expiration dates.
Return: Return with reference to equipment issued to persons. Return with different reason codes Generation and Printout of a Return Document Scrapping of issued Equipment (for example, in case of loss).
