A specific data record can only be changed in one Organizational Measure (OrgMeasure at a time. When you are trying to change the same data record in a different measure, a warning message is displayed. Changes in another measure are only possible after the status change of the first measure. For example, it is impossible to rename a Force Element in Measure A and simultaneously overwrite this change in Measure B.
It is still possible to change different data records of the same Force Element with different measures in parallel. Competing changes have to be coordinated within the organization.
Definition of an Organizational Measure
You can use Organizational Measures to group together all changes that are related from a business perspective that are carried out as part of an organizational change. This includes the following:
- Changes that are carried out together
- Changes that are to undergo the same status change
- Changes that have been grouped in measure areas
- You can also display completed organizational measures and the changes to them
- Furthermore, the changes made within them at a later point in time
Organizational Measures Group Together, for Example:
- Formation of Operation and Exercises.
- Formation of Peacetime, Wartime and Basic Structures.

Explanations:
- Organizational Measures consist of 1 to n Measure Areas (for example: Structure for Force Structure Planner).
- Subordinated Measure Areas can be processed in parallel or build on each other (for example, First Force Element hierarchy, second authorized materials).
- A workflow with different tasks and responsibilities allows you to structure the process of creation/changes of Defense and Security data.

The Customizing activity enables you to define which facets of an object (for example, description, readiness, logistics data of a Force Element) are allowed to be maintained by which measure type.

Explanations of Measure areas are as follows:
Definition
The subdivision of an organizational measure into business-related data areas. All the data within one area is given the same status when changes are made as part of an organizational measure.
Use
You divide an organizational measure into measure areas so that you can carry out a joint status change for each individual area related to data changes carried out for the organizational measure. In Customizing, you define the data areas represented by these measure areas.
Facts about Measure Subareas:
- They are predefined and can be defined with restrictions.
- Customized Infotypes are automatically attached and treated with the related Objects.
- With the help of a BAdI, it is possible to change the delivered Assignment of Data to the Measure Subareas.
- Any data change inside an Organizational Measure is assigned to a predefined Measure Subarea. This assignment can be changed within the BAdI, but the Assignment is not saved, it is reassessed every time that data is changed.
- Therefore, if changes are made within the BAdI, changes are automatically made to the existing data.

- Measure subareas specify which data changes and checks are to be carried out at the same time within the scope of an organizational measure, and which will undergo the same status changes on the basis of their assignment to a measure area (possibly together with other measure subareas).
- The measure subareas are defined by the system and can be changed only with restrictions.

Individual Measures for Less Complex Changes

- You can use organizational measures to group data changes that are made in the Structures Workbench separately by business area (on two levels, in measure subareas and measure areas) and to perform a joint status change for these data changes.
- With organizational measures, you can change the status of force elements, reference force elements, positions, and jobs (that is, their properties and assignments to these objects including assignments to material objects): You cannot change the status of material objects using an organizational measure.
- If you decide to use organizational measures, the options that exist in the Manage Force Elements app for directly changing the status of objects and assignments do not apply. The organizational measure becomes responsible for activating structures and the associated assignments, infotypes, and so on.
- As an alternative to organizational measures, you can also execute individual measures.
Working on Organizational Structures in D&S
Organizational Measures are needed because:
They are able to differentiate between different business activities by using one electronically case for each business activity.
- They are a flexible and situation adequate tool for planning in different scenarios and levels:
- Organizational Measure if more then one person is planning and a dynamic workflow (process route) needs to be in place for business processing, for example, bigger planning processes for operations, exercises or future structure.
- Individual Measure if one person is planning and approval is sequential - for example, for daily changes.
Direct Changes (from DPFS solution) are not part of Defense and Security 2020 FPS1 at this time.

A new feature in Defense and Security is the Manage Measures app, to see all Organizational Measures and Individual Measures of the current user. It is possible to create new Individual Measures from this app. From the Header Element ID the user can jump directly to the Manage Force Element app.

Organizational Measure and each of its Measure Areas have their own Status. The top-level Organizational Measure reflects the status of subordinated Measure Areas.
The sequence of the Status of the subordinated Measures Areas: In Preparation → In Process → Submitted → Approved → Active. It can be Withdrawn or set back in to status In Process as long as it is not active.

Look at the Change documents in the backend system in table /ISDFPS/ORGMCDOC:
- Access the Display Change Documents application (transaction /ISDFPS/FORCE_CD_DIS) or report /ISDFPS/FORCE_CDOC_DISPLAY.
- Enter the required selection parameters.
- Choose and specify the change documents you want to display. Confirm your data by choosing Copy.
- Choose Execute.
- The existing change documents are displayed.
