SAP Ariba Sourcing and Procurement for Public Sector in SAP S/4HANA replaces the legacy SAP SRM (PPS) solution.
The new solution provides flexible features tailored to public sector needs, enhancing integration and user experience within S/4HANA. Key aspects include:
- Features can be activated or deactivated based on customer requirements.
- Built on SAP Materials Management as the base solution.
- Provides new Fiori Apps specifically for the Public Sector.
- Integrates directly with Finance and other S/4HANA modules (no RFC interface required).
The solution is available starting with the SAP S/4HANA 2025 release. Unlike previous industry solutions that required separate installations, SAP Ariba Sourcing and Procurement for Public Sector in SAP S/4HANA is natively integrated into the SAP S/4HANA core. This means there is no additional add-on or extra installation required; the capabilities come automatically with the SAP S/4HANA 2025 release, though they must be activated and licensed.
SAP designed the solution in collaboration with major federal customers worldwide to ensure it meets the specific needs of public sector organizations.
Supported Deployment Environments
Public sector organizations must adhere to specific requirements regarding data residency, control, and sovereignty. To address these needs, SAP Ariba Sourcing and Procurement for Public Sector in SAP S/4HANA supports several deployment models.
Supplier facing components for Public Tendering require an extra module called SAP Ariba Supplier Quotation Management. This module runs exclusively on the public cloud via SAP Business Technology Platform (SAP BTP) and requires a separate subscription. It enables suppliers to access published sourcing projects and create quotations to participate in those projects. This is the same module used for the supplier-facing portion of SAP Ariba Direct Materials Sourcing and provides similar capabilities.
Comprehensive End-to-End Scope
The solution serves as a comprehensive, end-to-end (E2E) procurement suite within SAP S/4HANA. It is designed to manage the entire process rather than isolated steps:
- Requisitioning
- Public Tendering
- Ordering and Contracting
- Legal Contract Management (utilizing Icertis Contract Intelligence)
- Document Management (utilizing OpenText xECM)
Customers can optionally omit individual process steps, such as public tendering or partner integrations, if they choose not to use them as part of the suite. For posting goods receipts and invoices, customers can use existing SAP S/4HANA modules.
The Role in the SAP Ecosystem
Within the SAP procurement portfolio, SAP positions solutions under the SAP Ariba brand regardless of whether they run in the cloud or natively on SAP S/4HANA.
SAP Ariba Sourcing and Procurement for Public Sector in SAP S/4HANA is built entirely on SAP S/4HANA. It does not require SAP Ariba cloud solutions, such as SAP Ariba Sourcing or SAP Ariba Buying, to operate.
- Native SAP S/4HANA: The entire E2E process resides in SAP S/4HANA.
- SAP BTP Public Cloud: Handles supplier-facing activities via SAP Ariba Supplier Quotation Management.
- Optional SAP Ariba Ecosystem Integration: The solution supports integration with SAP Business Network for exchanging purchase orders and invoices, as well as SAP Ariba Supplier Management for onboarding. While supported, these integrations are not required. Note that these specific integrations are not yet fully tailored to public sector requirements and may not include all the features available within the native SAP S/4HANA solution.
