Canada

About the Blue Box Program

In Canada, companies that are qualified as stewards have a legal obligation under the recycling regulations to participate in provincially approved stewardship programs. The legal obligations include filing reports with the provincial stewardship organization, paying fees based on the quantities of designated Packaging and Paper Product (PPP) materials supplied to consumers, and retaining records related to steward reports for audit purpose.

Companies that are resident in Ontario and supply any of the PPP materials as the brand owner, franchisor, or first importer to Ontario where residency and steward obligations exist, are required to participate in the Stewardship Ontario Packaging and Printed Paper Program, also known as the Blue Box Program.

France

About the Declaration per CSU

In France, companies producing or importing packaging materials must report on the packing material they have put on the market. For this, companies must track the weight of the packaging of the goods sold and submit regular reports to Citeo, an organization approved and authorized by the authorities.

The type of declaration that must be submitted is determined based on the number of Consumer Sales Units (CSU) placed on the market per year. A CSU is a unit of packaged product which a consumer can buy separately from others.

This solution supports the preparation and generation of the Declaration per CSU report, which you must submit in case your company places more than 500,000 CSUs on the French market per year. This declaration contains information about CSUs placed on the market, shown by weight and by material, as well as the calculated total contribution of CSUs.

Germany

In Germany, the Packaging Act (Verpackungsgesetz) came into force on January 1, 2019, which affects all producers and retailers that sell packaged goods to consumers in Germany. According to this act, each company placing sales packaging on the German market for the first time must register with the Central Agency Packaging Register (Stiftung Zentrale Stelle Verpackungsregister - ZSVR) through the LUCID Packaging Register. In addition, they need to register with a "dual system" (Duales System) operator and pay a license fee to that. A dual system is an accredited private company referred to as Producer Responsibility Organization (PRO) in the SAP system. In Germany, there are several PROs available and producers can select the PRO to which they want to report. After registration, the producer must track the weight of the packaging of the sold goods and submit regular reports both to the PRO and to ZSVR.

This solution allows the preparation and generation of a report based on which you can upload the required data to the web portal of the dual system (PRO).

Reporting Requirements

All companies that are producers or initial distributors of retail packaging filled with goods that reach private final consumers in the German market must report data about the packaging. Companies negotiate the fee and frequency of report submission with the PRO that they sign a contract with.

By default, the report is generated annually with the date of 1 May. You can configure the frequency and due date in accordance with your individual requirements, for example, you can set up monthly or quarterly reporting.

You can prepare the report for all the PROs available in Germany.

Netherlands

In Netherlands, companies producing or importing packed products have legal obligation to report the Packaging Waste Management Contribution (PWMC) to the tax authorities. They have Extended Producer Responsibility (EPR) to assume recycling responsibility for their products and their products’ packaging after they have been disposed of by the consumers.
