Set (or verify) the permissions listed below for the System Admin Role. Select All permissions except Field Level Overrides for the following Permission Section:

Report Permission

Manage Foundation Objects
Manage Foundation Objects Types
Manage Mass Changes
Metadata Framework
Manage Workflows
Manage Hires
Admin Alerts Object Permission
Admin Center Permissions
