Maintaining License Type Determination Strategies

The condition records for license type determination referred to as determination strategies can be created manually or uploaded from XML-files purchased from a data provider.

If only a few items are subject to import or export control, the manual maintenance of determination strategies using the Manage Determination Strategies app will be the preferred option.

Some data providers offer packages of nomenclatures and determination strategies for direct upload to the SAP GTS system (transaction code /SAPSLL/CD_UPLOAD). Alternatively, determination strategies can be generated from a worklist filled by the upload of tariff and non-tariff measures (transaction code /SAPSLL/CD_GENERATE). This option is well suited for companies using both legal control and customs processing.

No specific configuration is required for the direct upload of determination strategies using transaction Upload Determination Strategies. Depending on the country and the data provider, it may however be necessary to first upload country groups (transaction Upload Country Groups, transaction code /SAPSLL/LLNS_UPLCGR).

If determination strategies are to be generated from a worklist created by the upload of measures, some additional Customizing settings are required. The preparations for the upload of measures are explained in the lesson Uploading Codes for Tariff and Non-Tariff Measures (EU) in the learning journey Configuring and Using Classification for International Trade.

In addition to these preparations, the following Customizing activities have to be carried out:

1. Configure the relevant measure types (scope of the generation of determination strategies, sequence of license categories, incompleteness check-in customs declarations).
2. Assign the relevant measure types to the legal regulation or regulations for legal control.
3. Assign the numbering schemes for commodity codes and/or customs tariffs to the legal regulation or regulations for legal control.
4. Define a procedure for license type determination consisting of determination strategies CD16 and CD17.
5. Assign this determination procedure to the legal regulation or regulations for legal control.
6. Assign customs code list objects PAPTY and QUALD to the legal regulation or regulations for legal control.
7. Add the appropriate category of determination strategies (Document or License) to the document codes in the customs code list PAPTY.
8. Link document codes and qualifiers in customs code list _PAV2, if applicable.
9. Maintain license codes and qualifiers in license types or licenses.

The manual maintenance of determination strategies essentially requires the assignment of a suitable determination procedure to the legal regulation or regulations activated for legal control (SAP Global Trade Services, edition for SAP HANA → Compliance Management → Legal Controls → Control Settings for Legal Control).

Determination strategies can be created using the Manage Determination Strategies app and displayed using the Display Determination Strategies app. It is not possible to change determination strategies. However, obsolete strategies can be deleted using the Manage Determination Strategies app.
