Managing Export Licenses and License Exceptions

<div id="content"><p tabindex="0">Licenses can be created, changed, and displayed using the <i>Manage Licenses</i> app. Instead of starting this app from the SAP Fiori launchpad, users can also navigate to its initial screen from the check log of an import or export document.</p><p tabindex="0">Creating general export licenses, license exceptions or a license representing the <cite>No license required</cite> designation, for example, is a one-time effort. The system reuses these licenses in export processes if possible. Based on the assignment of line items to licenses, reporting requirements can be satisfied.</p></div>

Creating Licenses

Licenses usable for any number of imports or exports can be created using the "Manage Licenses" app. In the initial screen, a legal regulation and a license type have to be selected. If a general export license or a license exception is to be mapped, the license number is already known, known, like for example EU007, the Union general export license for intra-group export of software and technology. The following four fields are only visible if the customs code list objects for documents and qualifiers have been assigned to the legal regulation or regulations for legal control. As the codes to be selected in these fields are used in the customs declaration, it only makes sense to process the fields if the customs declaration for imports or exports is submitted using SAP GTS. The document category for licenses is usually "Import/Export Documents/ Exemptions". The license code can be selected from a list of document types assigned to this category. If several authorities are involved in import or export control and therefore licenses of several license types might be required for the same legal regulation, the code for the issuing authority has to be added. Finally, a qualifier providing additional information on the license can be selected, if applicable. In any case, the validity period of the license has to be indicated. The range of statuses that users can set in a license is defined in the Customizing of the legal regulation. All or some of these statuses have to be assigned to each license type defined for the legal regulation as required. In the settings for each status, the control of the fields for value, quantity, validity and external license number has to be configured. The next three "Attributes with Multiple Specifications" correspond to the check object selected in the settings of the license type, in the example the foreign trade organization, the control class and the country of destination. For each of these attributes, multiple entries are possible. As the example is a general license defined in the Dual-Use Regulation, the status "Issued/usable" can be set immediately after completing data maintenance. The system can only assign licenses of a status categorized as"License is Active" in the settings of the legal regulation. Individual licenses are better created from the check log of the import or export document. In this procedure, the system defaults data from the line item or items of the import or export document to the license. The validity period still has to be completed and, as the case may be, adapted to individual requirements. In an export document for a sales order, SAP GTS uses either the confirmed delivery date or the date of the first schedule line of the line item as check date. This date is defaulted as start date of the validity period.
