In our previous lesson, we explored the value chain of the Public Sector, which encompasses the full range of activities required to deliver its services and programs. Now, we will shift our focus to the more specific business processes that support these activities.
- Policies & Planning
This happens in parliament and at the administrative level of government. Policy and planning is about leveraging data as an asset and formulating decisions or basing policy decisions on facts and figures rather than assumptions or beliefs. Understanding the mission-critical data in response to trends or events, outcomes, and experience is critical.
- Public Finance Management
Once planning has been completed, governments execute public sector finance management. As previously mentioned, the core of government is using money wisely, and we're talking about vast sums of money - this is where SAP and our core LoB solutions with finance come to the fore. Governments must deliver accurate and timely information for decision-making, optimize financial management and reporting, and share information widely to promote collaboration.
- Programs & Services
As financial management is executed, the next step is service delivery (or programs and services), including the orchestration of welfare programs, tax collection, and utility service provision. Service delivery extends across grants management, public sector accounting, treasury management, and risk and compliance. Customers aspire toward better financial control, better public funds management, and decision-making support.
