Configuring Document of Origin Types

The redesign of supplier's declaration management in SAP GTS, edition for SAP HANA, introduced two new objects: the document of origin type and the goods retention period.

Based on the document of origin type, long-term supplier's declarations received and issued in paper or file form can be managed as documents in the SAP GTS system. Like messages and forms based on documents in Customs Management, the covering letter or e-mail and the actual supplier's declaration are issued using the Post Processing Framework (PPF).

However, the scope of the document of origin type goes beyond long-term supplier's declaration management. Proof of origin that does not exclusively refer to a single shipment, but may cover multiple shipments within a specific period, can also be represented in SAP GTS as document of origin type. In this learning journey, the statement of origin defined in the trade and cooperation agreement (TCA) will be used as an example of such proof of origin.

A document of origin type for the management of long-term supplier's declarations essentially represents articles 62 and 63 of Commission Implementing Regulation (EU) 2015/2447, as well as Annex 22-16 to this regulation. It can be defined in Customizing for Preference Management (SAP Global Trade Services, edition for SAP HANA→Preference Management→Supplier's Declarations→Documents of Origin→Define Documents of Origin).

Based on the provisions laid down in article 62 of Commission Implementing Regulation (EU) 2015/2447, three maximum periods have to be maintained in the details of the document of origin type. These periods are presented in the lesson Explaining the Legal Basis for Supplier's Declaration Management.

As supplier's declarations for products with preferential origin status can only be issued for supplies within the EU, a country group representing the EU has to be assigned to the document of origin type for both incoming and outgoing declarations.

In a separate step, the document of origin type has to be activated for individual administrative units (SAP Global Trade Services, edition for SAP HANA→Preference Management→Supplier's Declarations→Documents of Origin→Activate Documents of Origin).

In the activation step, up to three options can be selected:

• Incoming Active
• Outbound Active
• Request Active

If the document of origin type represents long-term supplier's declarations, it makes sense to select all three options.

Declarations or statements on origin applying to individual shipments cannot be used in SAP GTS. However, if a declaration or statement also covers future shipments within a certain period, it can be mapped as a document of origin in Preference Management.

In article 56, the TCA provides for a statement on origin issued as a proof of the preferential origin of the products to be exported. This statement is made out by the exporter using the wording laid down in Annex 7 to the agreement. The statement can be issued on the invoice or another document "that describes the originating product in sufficient detail to enable the identification of that product".

Unlike the origin declaration defined in most of the other preferential agreements of the EU, the statement on origin defined in the TCA may be valid for a period of up to 12 months if it applies to multiple shipments of identical products. It can therefore be mapped in SAP GTS as a document of origin.

In addition to action profiles for requesting and issuing long-term supplier's declarations, delivery Customizing also contains an action profile for the issue of the statement on origin (LLS_PRE_LTSD_EU_GB_ISSUE). Action profiles for a document of origin have to be assigned to combinations of administrative units and document of origin types (SAP Global Trade Services, edition for SAP HANA→Preference Management→Supplier's Declarations→Supplier's Declarations→Assign Action Profiles).
