Function of Legal Regulations

Unlike in SAP ERP Central Component (SAP ECC) and SAP S/4HANA, there are no organizational units in SAP GTS to be referenced in Customizing settings. In SAP GTS, legal regulations are used in place of organizational units to allow the system to be adjusted to country-specific and, if permitted, customer-specific requirements.

Legal Regulations as Customizing Basis

From a technical perspective, legal regulations are alphanumeric keys that are defined in Customizing of the SAP GTS system and are linked to a large number of control parameters. Most of these control parameters depend on the application area in which the legal regulation is to be used. For example, at the level of a legal regulation for sanctioned party list screening, you define the scope and strictness of the address check.

The reliability of the protective effect that SAP GTS has in your international trade processes depends on the completeness and correctness of the representation of relevant legal norms in the system. The delivery Customizing of your SAP GTS system undertakes essential preparatory tasks, but in many cases only has the nature of a proposal. You must therefore check the sample configuration against the background of the legal situation in the country or countries in which your company is located and adjust it if necessary.

Definition of Legal Regulations

Some legal regulations provided in delivery Customizing represent a specific set of provisions, such as the Export Administration Regulations (EAR) of the United States. The preferential agreements on which Preference Management is based are also mapped as legal regulations in SAP GTS.

It does not always make sense to use the legal regulations contained in delivery Customizing unchanged. There may not even be a sample legal regulation that matches your requirements. In such cases, you create your own legal regulation in the customer name space.

Caution

The settings for the legal regulations provided in delivery Customizing for the application areas in Customs Management were agreed upon with the national customs authorities in certification procedures. Changes should therefore be given careful consideration.

The configuration of the legal regulations contained in delivery Customizing corresponds to the legal situation at the time of delivery. Legislative amendments that come into force after this date may result in changes in the system configuration. If a change in the legislation results in changes to the program code, you can bring your system back up to date by implementing support packages. Delivery Customizing is also adapted in this way. In any case, you should ensure that knowledgeable employees keep an eye on relevant changes in the law.

Representation of Legal Regulations in a Product

Show the representation of legal regulations on the product level.

Steps

  1. In the SAP Fiori launchpad in the SAP GTS system, choose the Product & Classification space.

  2. On the Product page, start the Manage Products app.

  3. Enter GTS-M0300 in the Product field and choose Display.

  4. Choose the Legal Control tab and point to the representation of the legal regulations mapping the foreign trade law of the United States and Germany respectively (Export Administration Regulations and Dual-Use Regulation, German foreign trade law).
