Position and Personnel Data Model

A position has Usage Types, same as a Force Element:

It can be assigned to a different Force Element

Personal assignments also have Usage Types:

A person may be assigned to one position in a 'peacetime' structure, and
to another positions in a 'wartime' structure

The position and personnel assignments have start and end dates:

The system can reflect organizational changes
The system can reflect personal rotations
