Value-added tax (VAT) is a tax that is levied on goods and services. Concur Expense can calculate VAT and other national taxes so that the company can reclaim all or some of those taxes. Taxes are based on a user’s country in their profile and not on their group or policy.
The Tax Administrator (Restricted) role provides access to the Tax Authority and Map Multiple VAT Expenses tabs. Access to the other tabs is granted through the unrestricted version of the permission. Role administrators within your company can assign either permission.
Caution
The Tax Authorities tab includes configuration settings about the country or region that levies the tax, the type of rates, and the actual tax rates.

The Map Multiple VAT Expenses tab is where you configure the system to handle specific VAT rules for different countries and expense types. For example, for hotel bills, you can define rules in Tax Administration, specifying how the system should split expenses between the room charge and breakfast and how VAT should be calculated for each.

Key Points:
- Access to the tax tools requires a separate role called Tax Administrator (Restricted).
- Tax configuration for each expense type is prebuilt into the global template for many countries. If you’re working with a country included in the template, you might only need to ensure that each new expense type is set up correctly.
- Customers requiring VAT reclaim for countries not included in the global template must set it up manually.
- When you add new expense types to the system, the appropriate VAT configurations for each country will need to be updated.
- Most countries use terms other than VAT. For example, the French term is Taxe sur la Valeur Ajoutée (TVA), the German term is Mehrwertsteuer (MwST), the Italian term is Impostasul Valore Aggiunto(IVA), and so on.
